A joint advisory from the FBI, NSA and CISA said Chinese companies DeepSeek, Moonshot AI, Alibaba, MiniMax, StepFun and Z.AI had since 2024 systematically distilled American frontier models — Anthropic's Claude, OpenAI's ChatGPT, Google's Gemini and xAI's Grok — calling the practice the 'core' of China's AI strategy.

Major cybersecurity advisory on adversarial distillation with extensive and detailed attribution of PRC AI developers. With these facts established, the U.S. government should permit U.S. companies to work together to detect and disrupt these campaigns, as the report recommends.
