You 100% get a choice. AWS, along with other major players like GCP or Azure, offers geo redundancy (usually two data centers paired but at least 200 miles apart). So if you choose like Tokyo, you get a failover in Osaka. But that usually means your back up region is in the same country, so truly business critical things can also just be backed up…

Ex AWS. AWS had one zone specific products. If those were in the affected AZ that data is lost. AWS has multiple multi-AZ products. S3 and EFS are good examples. If you loose an AZ for an extended periodic of time, the dataplane of those services will migrate shards around until you get back to your durability goals.

Since S3 supports regionally and zonally locked buckets it seems like any promise around this would have to except those buckets where that was configured.

The 11 9s of durability comes on a model of normal hardware failure modes under the assumption that they can operate with a single AZ being down. After the first Bahrain AZ was completely destroyed, AWS warned customers to move data out because a second AZ would lead to this happening. Iran later took out a second AZ.
