If some provinces had made better choices, the boundaries could have been the AB - SK border, the MB - ON border, a line from the eastern edge of Lake Superior to Hudson Bay, and the north-south part of the QC - Labrador border plus a line to the westernmost part of the QC - NB border.

TZDB is already updated . It's always updated in the timely fashion, and unless you are using a system that is developed against Microsoft's weird non-standard timezone management system , your software will just keep working as it should.
