I’m aware. When I said “spearheading”, I was referring to the Clinton administration’s efforts early on, regarding the ICC. While the Clinton administration had reservations given the expanded purview, the United States was still on track to adopt it. Bush put the kabosh on the United States singing or ratifying either.
