Damon Matai Seei of Payson was arrested and arraigned in Salt Lake City federal court. He was accused of unlawfully secreting, destroying, and delaying mail entrusted to him, specifically approximately 300 ballots and other mail items that he threw into a dumpster outside a church parking lot.
