It seems pretty clear to me that Trump asked him to. Trump wants to pressure Zelenskyy not to hit Russian refineries so diesel prices come down for the midterms. Elon complied with Trump’s request because he is trying to rebuild that relationship for a number of commercial reasons. I don’t know why anyone would make it more complicated than that.
