  They are just deflecting blame. Starlink is owned and controlled by spacex. So Musk can do whatever he wants. Starshield is controlled by the DoD so if Musk did something there, he flat out broke the law. Musk cannot physically unilaterally do any of this. There will be a process at spacex to do something like this and legal would never sign off…

  Apparently, the Russians have started using mesh radio instead of satellite signals. It's more vulnerable to jamming and has range limitations, but it seems to work. I presume the Ukrainians have similar initiatives for emergencies.
