Lord Harris outlined that emergency resilience requires participation at every level—government, organizations, communities, and households—rather than relying solely on state institutions. He clarified the message is not about extreme survivalism but basic household supplies and knowledge of how to cope with temporary disruption.
“We're not talking about necessarily six-month supplies in your basements and enough guns to deal with an invading army. Instead, people should be more prepared for a disruption so you're not completely thrown.”
