The UN Climate Change report analyzed nationally determined contributions from 154 countries submitted between January 2024 and August 2026, covering 71% of global emissions. It found that these pledges would cut emissions by only 6% by 2035—a tenth of the roughly 60% reduction from 2019 levels that scientists say is needed to limit warming to 1.5°C. Even with full implementation and conditional targets met, cuts would amount to just 9%.
“With its focus on practical measures to support greater implementation, the COP31 meeting in Turkey can help address some of the key gaps”
