What they should have done is the same thing they should have done before the bombing started. Hand over power to a democratic government rather than committing crimes against humanity to maintain an authoritarian theocratic regime. Around 4% to 6% of global oil is used as plastic feedstock. The other uses you mention are a much bigger deal. Large diesel trucks also aren't good candidates for electrification anytime soon.

They allowed it temporarily, and eventually shut it off. And also, the destination of that oil were countries that they relied on with their defense.
