Last I took time to actually look into this, the new IFVs were vehicles that were made on a budget, notably lacking tracks, and so weren't as capable as the old stuff across rough terrain. They do the job well enough to be sent to war, but aren't necessarily capable of fulfilling the roles they are needed for.
