Newsom signs four California DUI laws after weak-enforcement probe
New penalties toughen charges for repeat drunk drivers, but most of a broader 17-bill package died amid opposition.
What to know
- Newsom signed four bills toughening DUI penalties, including one making it easier to charge repeat drunk drivers with murder.
- The laws follow a CalMatters investigation that found California had some of the weakest DUI laws in the nation.
- Most of an original 17-bill traffic-safety package died after progressive groups argued tougher enforcement would disproportionately harm low-income and marginalized residents.
- Advocates including Jennifer Levi, whose son was killed by a repeat drunk driver, say they will push for further DUI legislation next session.
“I have mixed emotions. My victory is the result of losing a child and I'd do anything in the world to have my son back alive with our family. But I cannot let this happen to other people.”

Advocates say more DUI reforms are needed next session
CalMatters reports that advocates who backed the surviving bills plan to push for additional DUI legislation in the next legislative session, after most of the original 17-bill package failed this year.
“Getting behind the wheel when you are impaired is inexcusable — especially when it results in the loss of someone's life. Today, we're creating tougher laws and greater accountability for those who break the law.”

Bereaved families who pushed the bills react to the signing
Jennifer Levi, whose son Braun was killed by a repeat drunk driver, and state Sen. Bob Archuleta, whose granddaughter was killed by an impaired driver, said the new laws honored their losses; Newsom and his wife visited Levi's home to mark the signing.
“Having lost my granddaughter to a repeat drunk driver, this is personal. No family should have to endure what mine has, or what has happened to the Levi family.”

Legislature guts a 17-bill DUI package after progressive pushback — An initial package of 17 bills aimed at curbing traffic deaths mostly failed after progressive groups argued that increased enforcement and penalties would disproportionately harm low-income and historically marginalized residents.
