EU requires climate preparedness rules but offers no new funding
Brussels mandates governments clarify disaster responsibility as it warns Europe must adapt to 3°C warming.
What to know
- The EU is mandating that member states designate which government level (national, regional, or local) bears responsibility for climate disaster preparedness, but no new funding is allocated to support adaptation.
- Brussels has shifted its focus toward adaptation planning, warning that Europe must prepare for scenarios involving 3°C of global warming by 2100 regardless of emission reduction efforts.
- Infrastructure standards and city planning must now account for future climate conditions rather than historical weather patterns, raising significant redesign costs for roads, buildings, and public infrastructure.
- Summer 2026 extreme weather caused over €100 billion in damage across Europe, underlining the urgency of preparedness measures.
The focus on adaptation without mitigation funding suggests climate goals have been abandoned.

Hoekstra warns world headed toward 1.5°C overshoot, Europe must prepare for 3°C scenario
Climate Action Commissioner Wopke Hoekstra stated that the world is heading toward a temporary or prolonged overshoot of the Paris Agreement's 1.5°C warming limit, making it essential for governments to prepare for extreme heat and climate disasters. He cited damage from this summer's extreme weather estimated at over €100 billion and emphasized the need to redesign infrastructure and city heat plans for a hotter future.
“It is up to member states to decide where they want to put that responsibility. But what we do make mandatory is that they do have to appoint and articulate where the responsibility is going to lie.”

I myself am not educated on this matter at all. So when you consider the temperature in countries over the course of a calendar year as a variance of 40 degrees ISH, then it doesn't sound bad. The variance in temperature for today alone is 4 degrees in my town according to the forecast. So it shouldn't be difficult to see why people look at 3…

Sealing a window completely can be a bit of an issue, most houses I've lived in have those windows that open outwards so you have to open it just enough to dangle the hose out the window. Apparently dual hose ones are better, but those are banned in my country.
