NATO deploys to Black Sea as Russian attacks surge near Romania and Bulgaria

Russia's escalating strikes on commercial shipping test whether NATO will defend non-frontline members amid focus on China and the Baltics.

What to know

  • Russian attacks on commercial shipping near NATO members Romania and Bulgaria have surged in October–November, with vessels struck in their territorial waters and exclusive economic zones; military analysts attribute the strikes to Russia, though Moscow denies involvement.
  • NATO responded by deploying maritime patrol aircraft, radars, and drones to its Black Sea flank and committed to $40 billion in counter-drone investment over five years, but analysts argue this remains insufficient given the alliance's divided attention toward China and the Baltics.
  • Think-tank experts characterize Russia's campaign as a deliberate test of NATO's escalation tolerance and red lines, exploiting Western aversion to wider military engagement while US military presence in Europe is being reassessed.

“It's a moment in the transatlantic relationship that Putin likely wants to use. The EU and NATO's attention is important and their forces are currently focusing towards the north and the Baltics.”

Think-tank analysts frame attacks as deliberate testing of NATO escalation tolerance

Sidharth Kaushal of RUSI called the escalation undeniable, while Iulia Joja of the Middle East Institute characterized Russia's strikes as intentionally probing NATO's red lines, comparing them to past Russian drone incursions into NATO airspace.

“This is about testing these red lines, with full awareness that we will do everything possible to take the most minimal measures.”
