Brazil issues first global roadmap for phasing out fossil fuels

Non-binding Cop30 plan says all countries can start cutting coal, oil and gas now, as Brazil pushes Cops from negotiating to implementing.

What to know

  • Brazil, as Cop30 host, published the first global roadmap for countries to phase out coal, oil and gas, saying this can start immediately without waiting for new technology.
  • The roadmap is non-binding, with no deadlines or benchmarks, and leaves it to each country to assess its own fossil-fuel dependence and chosen steps.
  • A separate, more prescriptive track exists: nearly 60 countries formed a 'coalition of the willing' at Santa Marta in April, with Germany, France and the Netherlands already publishing detailed national roadmaps.
  • Brazil's president of Cop30 frames the roadmap as shifting UN climate summits from negotiating agreements to implementing targets already agreed, ahead of Cop31 in Antalya, Turkey, this month.

“Because of this omission, they still leave much to be imagined about what is needed to achieve the Paris agreement's ultimate goal: limiting global warming to well below 2C, and preferably to 1.5C, to avoid dangerous climate harm.”

Rogelj says roadmap lacks timeline needed for 1.5C goal

Imperial College London climate policy professor Joeri Rogelj called the roadmap a step forward but said it omits a clear pace of change, leaving unclear whether it meets what is needed under the Paris agreement.

“The roadmaps are valuable but fall short of clearly indicating the pace of change needed by including no timeline or key benchmarks.”

    • This view is too narrow, being able to produce more energy or the equivalent of is only part of the solution, you can use the same infrastructure that distributes gas to distribute ethanol, but you can't say that about electric. It's good that solar has improved to that point but we need the infrastructure for it and that will take time.

Brazil has published the first global roadmap for moving off fossil fuels. Its COP30 presidency wrote it after oil producers blocked the idea at last year’s Belém talks. It asks for national transition plans by 2028, renewables investment under way by 2030, and a 2031–33 push to speed up the switch. “We don’t need more negotiations,” said André…

  2. background

Brazil publishes global roadmap for phasing out fossil fuels — Brazil's government released the first global roadmap showing countries can start breaking their dependence on coal, oil and gas now while growing their economies and reducing poverty; the plan is not binding and sets no deadlines, leaving countries to diagnose their own fossil-fuel dependence and chosen steps.

  3. background

Nearly 60 countries form fossil-fuel 'coalition of the willing' at Santa Marta — Governments meeting in Santa Marta, Colombia, after Cop30 formed a separate coalition to draw up their own, more specific national roadmaps for phasing out fossil fuels.

  4. background

Germany, France and the Netherlands publish national phase-out plans — Several countries produced their own national fossil-fuel roadmaps under the Santa Marta initiative, which are more prescriptive than Brazil's global version since each is written by the implementing government.

  5. background

Cop30 in Belém ends in dispute over fossil fuel pledges — A bitter dispute broke out at the Belém summit over whether final resolutions should include fossil fuel pledges; as a compromise the presidency agreed to produce two separate roadmaps, one on transitioning away from fossil fuels and one on halting deforestation.
