Writing was on the wall. 343 has not been doing all the work for the hall games. I guess a bunch of different studios were doing all kinds of work on for previous projects. No they simply report to Activision/Bethesda instead of Xbox Game Studios now. This is a tacit admission that XGS failed to manage these teams so they are going under new leadership. We’ll see if this is a good change or not but these teams will continue to exist.
