Not necessarily, fine tuned to specific tasks models can perform better while being drastically cheaper to run. E.g. Airbus are fine tuning Mistral models on their maintenance manuals which are way too much content to just slap on top of an existing proprietary model with a RAG or something, and they're reporting better results for much less…
