Given the sheer scale of what they've done, I don't a mere fine and points deduction/relegation to the Championship really touches the sides. My own non-Premier club nearly went out of existence and is still under years of punishments for far less than this but we're not a football cash-cow I guess.

They can appeal to a second board, then to English commercial court on some limited grounds. No CAS as that's an arbitration court, meaning both sides would have to agree to it and that's not part of the PL agreements with the clubs. Different from UEFA competitions, where it is.

That’s not true. We had a supervisor appointed by the league approving our transfers and books and our own accountants noticed a discrepancy in what losses we wrote off and what we were actually allowed to write off and they brought it up to said supervisor who brought it to the league.
