Kremlin dangles Zelensky-Putin phone call, Kyiv insists on in-person meeting

Russia floats a phone call and renews demands that Zelensky travel to Moscow, while Kyiv calls it a tactic to dodge a face-to-face summit.

What to know

  • Kremlin officials are signaling openness to a Putin-Zelensky phone call while simultaneously repeating the long-standing demand that Zelensky travel to Moscow for any in-person meeting.
  • Ukrainian officials suspect the phone-call offer is a tactic to avoid a face-to-face summit, which Kyiv argues is the only forum where territorial and security-guarantee issues can actually be resolved.
  • The dispute unfolds as trilateral US-Russia-Ukraine talks are set for Abu Dhabi, with a possible Trump-brokered leaders' meeting floated for the December G20 summit in Miami.
  • Putin and Zelensky have not met in person since 2019; Zelensky's 2025 Istanbul invitation was declined by Putin, who sent a lower-level delegation instead.

The dispute Commenters disagree over whether security fears about a phone call tracing Zelensky's location are a legitimate concern or an implausible overreaction. · positions read across 13 posts and comments

A phone call poses a real security risk because Russia could use it to trace or target Zelensky.

  • “could they use the call to trace Zelensky's location and strike him? or at least locate where he is?”

The assassination-by-tracing fear is overblown; modern secure communications make it a non-issue.

  • “Russian services has better way to find out Zelensky's location. And there are multiple ways to have a phone call that is not traceable... We are not living in shoddily written crime movies”

A call would be diplomatically empty since Putin would just repeat the same demands.

  • “We already know Putin just repeats his demands and gives an alternate history lecture. Nothing new, nothing to gain from publishing a recording.”

Ushakov says Putin would answer a call from Zelensky, floats trilateral format

Kremlin aide Yuri Ushakov said Putin has never refused dialogue and would take a direct phone call from Zelensky, while proposing that initial talks proceed in a US-Russia-Ukraine trilateral format with European representatives joining later.

“Putin has never refused talks with Ukraine's Zelenskyy, would answer his call…”

    • Couldn't he take the call from, say, the UK? After all, the UK is a Ukraine suppoerter, literally a continent apart and also - as far as the war is concerned - neutral ground. Also doubt Russia would actually strike on UK soil.

  4. background

Zelensky's office says only an in-person meeting matters — Zelensky's office responded to the phone-call idea by stressing that a direct meeting, not a call, is what is needed to address the substance of negotiations.

  5. background

Kremlin proposes a phone call instead of a Putin-Zelensky meeting — The Kyiv Independent reported the Kremlin is pushing a phone call rather than an in-person summit; Peskov said Putin is "open to dialogue with everyone" but that "no one has called yet," while Ukrainian officials privately suspect the move is meant to avoid a face-to-face meeting.

Putin invites Zelensky to Moscow via Kremlin aide Ushakov

Ushakov said Putin told Norway's and Finland's leaders, during a 90-minute call, that if Zelensky truly wants direct talks he should come to Moscow, where his safety would be guaranteed.

“Our boss reiterated that if Zelenskyy truly wishes to hold direct negotiations, he should come to Moscow, where all necessary conditions—including those regarding his safety—will be provided for him…”

Still unanswered
  • Why would Russia need a phone call to locate Zelensky when he already travels and appears publicly?
  • Could the call simply be held from a neutral country like the UK to sidestep security concerns?
